Paul H. Appleby Award to Er J.B.S. Johar, Vice Chairman IIPA J&K Regional Branch 16th of October 2019 Er J.B.S.Johar, former Chief Engineer J&K Govt and Vice Chairman IIPA J&K Regional Branch has been awarded this year’s Paul H. Appleby Award for distinguished service to IIPA and to the Public Administration in the country. The award was given by His Excellency Vice President of India Sh. Venkaiah Naidu in the 63rd Annual IIPA conference held in New Delhi 18th October, 2019. The award has been instituted by the Indian Institute of Public Administration in the name of Dean Paul H. Appleby, on whose recommendation the Institute was established in 1954. Previous recipients of the award include Shri N. N. Vohra, Honble Governor of Jammu and Kashmir, Dr Karan Singh, Member Parliament; Shri Veeranna Aivalli, former DG Police & founder Honorary Secretary of the J&K Regional Branch, Dr. Ashok Bhan IPS (Retd) former DG Police and Patron of IIPA J&K Regional Branch and Dr S.S.Bloeria, IAS (Retd) Former Chief Secretary J&K Govt and Former Chairman and Patron of IIPA J&K Regional Branch. The following citation for Er J.B.S Johar was read on the occasion: “Er J.B.S.Johar has remained actively associated with the J&K Regional Branch of IIPA since 1992. He served with distinction as Hony Secretary of the Regional Branch for four terms from 2010 to 2018 during which period he established strong academic links with the parent body IIPA New Delhi. Er Johar born in 1948, joined as Asstt. Engineer -1969 and Superannuated as Chief Engineer PWD J&K Govt in June 2006. He completed Post Graduation in Business Administration. He has served as Chairman of the Institution of Engineers (I) Jammu and Kashmir (Jammu) and Hony Secretary Indian Institute of Public Administration J&K Regional Branch. He is presently the Chairman of Institute of Public Health Engineers (I) J&K Regional Chapter and Vice Chairman Indian Institute of Public Administration J&K Regional Branch. Er Johar was made life Member of IIPA in the year 1992 and worked as Executive Committee Member 2004-2007, Joint Secretary 2008-2009, and Hony Secretary from year 2010 to 2018. He, along with, his IIPA executive committee team members strengthened the activities of IIPA J&K state. During his tenure as Hony Secretary, IIPA, he has made unparallel contribution to the service of Public Administration and took up several initiatives to make IIPA vibrant, active and one of the best state chapters of IIPA, which has been recognized by the IIPA at national level in their several AGM meetings. His keen interest and dedication for good administration and governance made the J&K Regional Branch of IIPA a hub of various activities. A number of lectures, debates, seminars, conferences and panel discussion related to political, social and economic issues were organized under his guidance. He has not only led the management of activities and views on different subjects, these activities have played an important role in strengthening the ties between administration, academia, industry and the civil society. Under his guidance 18 issues of IIPA J&K Regional Branch Newsletter were published (2010-2018) and publishing of IIPA Souvenir Oct. 2013. As Hony Secretary of the Branch (2010-18) and presently Vice Chairman, many innovations and landmarks bear his stamp. Er Johar believes in ethical and value driven leadership, is a multifaceted personality, an excellent and able administrator and above all a good human being. During his service tenure of more than 37 years he has served as – Assistant Engineer, Executive Engineer, Supdt Engineer and Chief Engineer Mechanical Engineering Department J&K Govt. He is also the recipient of several awards including, Rashtriya Gaurav Award and Indira Gandhi Shirmoni Award. He is also a Life and fellow Member of Institution of Public Health Engineers, Institute of Engineers Jammu Centre and Indian Roads Congress.
