INTERACTION ON “CREATING & SUSTAINING A STRONG BOND BETWEEN CITIZENS AND GOVERNMENT”



Indian Institute of Public Administration (IIPA) J&K Regional Branchorganised one day seminar on “Corrosion of the Steel Frame – Implication on Good Governance” at IIPA Conference Hall on April 9, 2011. HE the Governor, J&K, was the Chief Guest on this occasion. Dr. BalveerArora, former pro-vice chancellor JNU and presently Chairman Centre for Multi level federalism Institute of Social Sciences New Delhi and Shri B.B. Vyas IAS, prpl. Secy to Chief Minister J&K were the main speakers on the topic. Dr Ashok Bhan, Chairman IIPA J&K Regional branch presented welcome address whereas Dr S.S. Bloeria presenting Keynote address.

Dr Balveer Arora and Shri B.B.Yyas spoke at length on the original concept and structure of civil service and contribution of the civil service on varied fronts which provide it and mechanism for continuity with change and socio economic development of the country. Dr S.S. Bloeria in his Keynote address mentioned that the civil services had seen and crossed many flag posts during the pre and post – Independence era, and faced serious challenges in handling the tasks of nation building. He spelt our various measures which could be taken to improve governance. He said that every action of civil servant is required to be fair, sympathetic and helpful. Dr. Ashok Bhan in his welcome address expressed his considered views on the topic of the seminar.

Shri N.N. Vohra HE the Governor J&K addressing the seminar stressed on important of strict discipline, greater accountability, transparency, adherence to ethical values and devotion to duty among all public services to meet the people’s services to meet the people’s expectations and contribute to nation building. While dwelling on the important achievements of the civil services over the years, stressed that strict adherence to the Constitution and Rule of Law and prompt and severe punishments to those who go wrong are imperative to maintaining accountability. The function was attended by ShriJ.A.Khan Economic Advisor to J&K Govt, Shri B.R. Sharma, IAS prpl secretary Home, Shri K.B. Jandyal, member Public Services Commission J&K, Shri M.S. Pandit, former Chairman public service commission J&K, Shri M.M. Khajooria, former Director General of Police J&K,  Shri A.C. Chaturvedi, former DGP, ShriFeroz Ahmed, Hony Secretary J&K Red Cross, Major General (Retd) B.K. Dhar, Major General (Retd) G.S. Jamwal, ShriY.V.Sharma  president chamber of Commerce and Industry (Jammu Chapter), Shri Deepak Kumar, IGP Vigilance and a very large number of senior serving and retired Civil, Police and Army Officers, academicians, besides members of IIPA, Social activists and Media person participated in the Seminar. The Secretary of the IIPA J&K Regional branch, JBS Johar presented a vote of thanks. The proceeding of the Seminar was successfully conducted by Shri Vikrant Kuthiala.
