SEMINAR ON RESPONSIVE GOVERNANCE- ISSUES AND PERSPECTIVES
The J&K Regional Branch of the Indian Institute of Public Administration organized a Seminar on “Responsive Governance - Issues and perspectives” on February 16, 2008 at Jammu. Jenab Ghulam Nabi Azad, Hon’ble Chief Minister, J&K presided over the valedictory function. Shri Pratyush Sinha, Central Vigilance Commissioner, Government of India was the Chief Guest who also delivered the valedictory address. At the inaugural session, Dr S.S Bloeria, Chairman, IIPA J&K Regional Branch presented introductory remarks. There were three academic sessions. The first academic session was chaired by Dr S.S.Bloeria and presentations were made by Shri B.B.Vyas, Commissioner/Secretary to Govt Finance Department on “Redressal of public grievances” and by Prof Shekhar Singh on “RTI Act in practice”. The second academic session was chaired by Shri J.A.Khan and presentation on “Fighting corruption - A management function was made by Shri M.K.Dwevedi, IAS Addl Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board. The presentation on “Enforcement of Anti-corruption laws” was made by Dr Ashok Bhan, IPS, Vigilance Commissioner J&K. The third and the last academic session of the seminar was chaired by Dr S.S Bloeria, in which a paper on “Critical appraisal of single line administration” was presented by Shri J.A.Khan, IAS (Retd). Each academic session was followed by a question- answer session during which queries raised by the audience were answered by the speaker. The audience included senior State/Central government functionaries, members of the IIPA, prominent citizens, representative of NGOs, academicians, lawyers and mediapersons.
