One-day online Capacity Building Program on “Integrated Sanitation and Waste Management held on October 30, 2021

Indian Institute of Public Administration, J&K Regional Branch (IIPA JKRB) in partnership with Administrative Staff College of India (ASCI), Hyderabad organized a one-day online capacity building program on “Integrated Sanitation and Waste Management” to provide a comprehensive understanding of the components covered under the SBM 2.0 and AMRUT 2.0. The program covered regulatory, technological, financial, operational, and behavioral aspects involved in bringing wide scale improvements in Faecal Sludge and Septage Management; Solid Waste Management & plastic waste management and Used (waste) water management. Ms. AvnyLavasa, IAS, Commissioner, Jammu Municipal Corporation and CEO, Jammu Smart City in her inaugural address said that a combined strategy of creating awareness, sensitization and partnership can only bring in transformational change. While urbanization is an inevitable reality, she informed that despite various structural and systematic challenges, Jammu Municipal Corporation has taken various innovative initiatives across the waste management supply chain. Sh B R Sharma, IAS (Retd), Chairman, IIPA J&K Regional Branch in his presidential remarks said that citizens, as an important stakeholder, will have to play a pro-active role in ensuring waste reduction at source. He further said that the vision of Prime Minister can only be realized if we as a society believes in the philosophy that “cleanliness begins at home”. Dr. G N Qasba, Ex-Commissioner, SMC and Vice-Chairman, IIPA J&K Regional Branch in his opening remarks flagged off various concerns like post disaster waste management, handling community level infectious disease waste management, integrated sanitation and waste management in rural and remote areas. He further opined that innovative startups should be encouraged which can play a vital role in making our cities clean. Prof. V. Srinivas Chary, Director, ASCI while speaking on Urban sanitation explained the salient features of the recently launched SBM 2.0 and Amrut 2.and discussed about the mission objectives, outcomes and funding pattern and highlighted the benefits of fund allocation towards Jammu Kashmir. He also spoke about Used Water Management &Water Security and highlighted the adverse impacts of not handling it and later discussed various interesting case studies about the options of treating the used water. Dr. Y. Malini Reddy Professor, ASCI while discussing Urban sanitation in Jammu & Kashmir explained about the status of water sanitation and waste management situation in India briefly and later related it to the context of Jammu Kashmir. She also spoke about Faecal Sludge and Septage Management and highlighted the national level programs, policies and guidelines talking about the importance of safe and sustainable sanitation in J&K. Mr. GyanMisra, Senior Advisor, Mosaic Advanced Solutions LLP while speaking on Solid Waste & Plastic Waste Management discussed various approaches for achieving integrated and inclusive sanitation. He highlighted the concepts like decentralized waste management,C&D waste management, social inclusion, capacity building and IEC activities for different stakeholders in the state. The capacity building program was attended by over 50 senior officers, CEO and EO nominated by JMC and Urban Local Bodies in addition to members of IIPA. Dr. Anil Gupta, Joint Secretary coordinated the programme while Prof. Alka Sharma, Hony Secretary proposed the formal vote of thanks
