One day training programme on "Management Competencies" .

A one-day training programme on “Management Competencies” was organized by Indian Institute of Public Administration, J&K Regional Branch, Jammu. The programme was attended by 115 officers from various state government departments including CID, PW (R&B), Crime, JMC, Forest, Sheep husbandry, J&K Police, Railways Police, Irrigation and Flood Control, Rural Development Dept, , Traffic Police Jammu, Information and Public Relations, Education Dept, Industries Dept, Stores Procurement Department, Ecology Environment and Remote sensing Dept., Soil & Water Conservation, Finance, CAPD, State Advisory Board for Dev of Gujjar and Bakerwals, Higher Education, Social Welfare, Power Development Dept., PHE, Floriculture Dept, Cooperative, Labour & Employment Dept, Science and technology Dept., Home Dept., Youth Services & sports, Dept., Hospitality and Protocols, Excise, Handicrafts, Tourism, Transport, ICDS, Relief Organization. The workshop began under the patronage of Dr. Ashok Bhan, DGP (Retd.) and Patron, IIPA, J&K Regional Branch. Sh. B. R. Sharma, Chief Secretary and Chairman IIPA JK Regional Branch was the chief guest at the inaugural function. Sh. Sharma in his inaugural address said that all government officials are managers as they have to handle complex situations related with government programmes, human resources, schemes etc which are complex and challenging situations to handle especially in sectors of developmental nature. He stressed that as the challenges become more complex owing to the changing environment, government employees, who are accessed on a number of factors, will require a skill set necessary to remain engaged with the public and change the negative perception associated with government employees.
Sh Pawan Kotwal, IAS, Divisional Commissioner, J&K Government in his address shared his experiences from his days as a doctor to his present experiences as a bureaucrat. While speaking on "Emerging Paradigms in Governance’" he said that as the society has grown and is in transition towards participative governance making the government more accountable to the public, it has shifted the dynamics of governance such that the government employees will need to update their skills and lead by example. He further added that the paradigm shift in the whole idea of governance has made thorough knowledge of the legal provisions, norms and procedures mandatory.
Earlier, while introducing the theme of the training programme Prof Alka Sharma, Director (Seminars), IIPA JK Regional Branch emphasized the role of management competencies for good governance. While deliberating on competency she talked of "ASK"hwere altitude skill and knowledge determine success in a job. Further she highlighted the organizational, individual and strategic competencies and associated in the them. Later, Dr. Anil Gupta, Assistant Professor, The Business School and Joint Secretary, IIPA delivered a talk on "Service Orientation" and emphasized the need for building various competencies including commitment Character, confidence competences creativity and collaboration in building this orientation among public servants. Dr. Komal Nagar, Assistant Professor, The Business School and Joint Director (Seminar), IIPA in her session on "Memory Enhancement" highlighted the need and significance of re-adopting the old ways of storing information such that our reliability on technology is reduced. Dr. Neelika Arora, Assistant Professor, Department of HRM & OB, Central University of Jammu spoke on the need and relevance of "Effective Interpersonal Communication" at workplace. She deliberated on the effects of having a good communication skills and suggested measures to improve it. Sh. Rajeshwar Singh, KPS, SSP, J&K police made a compelling presentation on "Leadership". He heavily emphasized on the need to lead the change and be a catalyst for bringing transformation in the future workplaces. He said that leadership is all about and Vision and Will and that delegation and accountability are the two pillars for organizational success.
During the valedictory session the participants also shared their feedback of the training programme. Er. J.B.S.Johar Hony Secretary presented the formal vote of thanks.
