PROCEEDINGS OF THE 33RD ANNUAL GENERAL MEETING OF THE J&K REGIONAL BRANCH
The 33rd Annual General Body Meeting(AGM) 2012 of the IIPA J&K Regional branch was held on January 7,2012 in IIPA Seminar Hall. 69 members attended. Shri J.A.Khan, IAS(Retd) Economic Advisor to the Govt. of J&K, presided.
Hony.Secretary,Shri JBS Johar welcomed the members and presented the Annual Report for the calendar year 2011. Shri T.P.Singh,Hony. Treasurer, presented audited statement of accounts for the fmancial year 2010-11. This was followed by discussion on the annual report and the financial statement, which were passed by the General Body.
The following suggestions were received:-
a) Part of the savings available should be put in fixed deposit. A decision has already been taken in the last Executive committee meeting to put Rs.4 lacs inFD.
b) Some money could be generated by renting out the auditorium. This is already being done and a committee headed by Vice Chairman, constituted
to take decision on case to case basis.
c) It was suggested that frnancial statement of one year prior to the current year
should also be circulated in future for comparison purposes.
d) The general body approved the appointment of M/s Deepak Sehgal & Co. as Chartered Accountant for auditing the accounts of the Regional branch of liPA for the financial year 2011-12.
The out-going Chairman, Dr Ashok Bhan thanked the Hony.Secretary, Shri JBS Johar in particular, Executive Committee members, Core Group and Editorial board for their contribution during the last two years in fulfilling the aims and objectives of the IIPA. The bi-annual Newsletter is serving as a useful tool to reach to the members and for record events. He emphasised the need for focusing the training programmes in which we have acquired some expertise. These include managing Bio medical waste, Ethics in Public Administration, Harassment of women at work places, workshops to create awareness about RTI and on Domestic violence, besides annual events already being conducted. The Chairman complimented the Kashmir branch members for re-starting the activities. He showed concern over difficulty in reaching members and attendance during various programmes. Dr Bhan showed his desire that in coming days we should associate with the two new Central Universities and focus on the publications including J&K Journal of Administration and Management (JKJAM). He wanted the co-operation of aJI members to best of their capacity and experience to make the Regional Branch a Central of Excellence in Management on Public Administration.
This was followed by a open house discussion and suggestions sought from the members. Shri Chander Gulhati, emphasised on contribution towards skilled development and also finding ways so that the discussion percolates to the grass root without interfering with the work of Govt. agencies. Dr Shashi Kant wanted Environment awareness programmes for Govt. officials and Managers in corporate sector to be organised. Prof Rekha Chowdhry suggested that the Journal should be UGC accredited and through the Regional branch we should lobby for 73rd amendment to bring Panchayat Raj institutions in the State at part with rest of the country. Prof Mehraj-ud-din suggested holding of AGM on rotational basis so that members in Kashmir could participate in a bigger way. Shri B.K.Suri suggested that lnformation department should be fully involved in organising Annual S.P.Sahni memorial lecture. Shri R.D.Tewari wanted Regional branch to be involved in issue related to climate change and help to the deprived sections of the society. Dr S.K.Kaul, wanted adoption of villages for monitoring centrally sponsored schemes to be done in coJlaboration with banks. He also suggested that for publishing journal, funds could be collected through advertisements.
Shri Jalil Ahmad Khan, in his presidential remarks apprised briefly the history of the Regional branch and emphasised on the need for recording the brief history of Regional branch in terms of members, infrastructure and programmes. He was in agreement that activities in Kashmir should get more boost. On the suggestion of Shri Khan, the Executive Committee has worked out the number of meetings of AGM and the current meeting is the 33rd AGM.

On the request of the newly elected Chairman, the General Body agreed that the Chairman and the Hony.Secretary could nominate 15 Executive Committee members keeping in view the representations to academia, regions, corporate sector, services etc. Accordingly the newly elected Hony. Secretary, Shri JBS Johar, announced the following list of Executive Committee members which was approved the the General Body:
