PROCEEDINGS OF THE 24th ANNUAL GENERAL MEETING OF THE J&K REGIONAL BRANCH

The annual general body meeting of the J&K Regional Branch of Indian Institute  of Public Administration  was held on January 2, 2003  at 7.30 pm in hotel Asia, Jammu.  List  of  45  members  who  attended  the  meeting  is  enclosed.  Shri  J.A.K.han, Chairman  presided over the function. The agenda for the meeting was as follows:-

(a)  Report ofthe Hony Secretary
(b)  Report of the Hony Treasurer
(c)  Elections
(d)  Any other point with the permission of the chair

2-   The Hony Secretary  Dr Ashok Bhan presented  the annual report to the AGM, copy of which is enclosed.

3-   Shri T.P.Singh, Hony Treasurer  presented the annual audited financial report which was passed by the general body. A copy of the report is enclosed.

ELECTIONS

4-    Shri H.H.Tayabji, Chairman, J&K Public Service Commission  and life member  of the IIPA  acted as the returning officer for the elections  of the office  bearers and executive  committee  for the year 2003. All elections  were unanimous except for the post of Vice Chairman,  Kashmir  for which there was a contest  between Prof  Khurshid Ali and Prof Abdul Salam . Prof Khurshid Ali was duly elected after raising of hands in support of the  two candidates.  The office bearers for the year 2003 are as follows:-

5-    The meeting continued  with new officer bearers taking-over  and following matters were discussed:-

(a)   Shri M.N.Sehgal wanted the post of Organising Secretary to continue.  The  Chairman informed that the point was duly deliberated  and there was overlapping  of responsibilities between Director. Seminars and Organising Secretary. Therefore, it was decided to strengthen  Director, Seminars by providing  a joint Director.

(b)   The members  wanted some land to be acquired  in Jammu  for construction of IIPA building.

(c)    Shri  Shafqat  Bukhari  suggested  that  some  land  could   be reserved in the premises of upcoming Dr Aga Shahid Ali Memorial Library in Srinagar for construction of some accommodation. The  Chairman  assured that  the  matter  will be looked into.

(d)   Prof Ashok Aima wanted   workshops to  be held for training programmes on decision  making to make use of the reservoir of  bureaucrats, technocrats and  academicians in  the liPA. The Chairman  promised  that the matter   will be discussed  in the executive committee meeting.

(e)   It was announced that the meting  of  the  new office  bearers and   the   executive  committee   will   be   held   on   Saturday January 4 at 4.15 p.m. in the office of the IIPA.

6. The  meeting  ended   with  vote  of  thanks.  A  dinner   was  served   to  the members.
